So, following the suggestion of Jadey, I tried to lay out the Portland agency using the somewhat dubious architectural tools on my copy of the original Sims. It worked better than I expected, though some things are definitely not portrayed correctly. Until I work up my own architectural drawing skills, though, this is probably as good as it gets.
The View from the Street:

The roof is flat, by the way, and the brick continues up about three feet to create a nice little wall around it.
The Basement:


It's underneath the stairs that all of the regular basement stuff is hidden: hot water heater, furnace, and probably a chest freezer (shown by the two dishwashers. xD)


Pretend that bathtub is a claw-foot. And that the rope is actually a wrap-around curtain hanging from the ceiling.
The Main Floor:




Back here, that door actually opens into a small parking lot.


Those shiny things by the utility sink are meant to represent a washer and dryer.
The Second Story:
The couch is actually not blue at all; it's a very horrible shade of yellow, but it's covered in a tasteful red quilt. xD

Don't ask me why there's a patch of floor floating in the middle of nowhere. I haven't a clue. Incidentally, the tile is actually cut at an angle, so it doesn't do that blocky zigzag; it's quite smooth.
